The Division I Softball Rules Subcommittee and Divisions II and III Softball Rules Committee are requesting applications from interested individuals to serve as the NCAA Softball Secretary-Rules Editor. The secretary-rules editor is the national interpreter for NCAA softball rules issues throughout the year, working with the NCAA Division I Softball Rules Subcommittee, Divisions II and III Softball Rules Committee and the national coordinator of umpires. The new secretary-rules editor will shadow during the current secretary-rules editor’s final year (September 2026-August 2027). The effective start date for the official term is September 1, 2027. This position is an eight-year term. A stipend is paid during the official term.
Reports to: NCAA Division I Softball Rules Subcommittee, Divisions II and III Softball Rules Committee and NCAA playing rules staff liaison.

Duties, Requirements and Responsibilities:
a. Serve as a nonvoting member of the NCAA Division I Softball Rules Subcommittee, Divisions II and III Softball Rules Committee and Division I Softball Oversight Committee;
b. Record rules changes adopted by the committees and update the rules manuscript accordingly;
c. Adhere to publishing deadlines in submitting updated or new material for publications;
d. Ensure the technical accuracy of the rules in submitting them for publication and in proofreading the corrected version;
e. Facilitate production of finished artwork of diagrams or equipment that the committees wish to include in the published rules;
f. Act as the official interpreter of the rules between meetings of the committees and reporting interpretations to the committees by email and on videoconferences;
g. Assist the national coordinator with annual rules clinic presentations and rules video (virtually or in-person), as directed;
h. Develop and coordinate annual rules test for officials in conjunction with the national coordinator;
i. Produce rules-related content for the NCAA Central Hub on RefQuest (RQ+) website as necessary;
j. Assist in development of the survey(s) to be sent to coaches, umpires, conference commissioners, etc.;
k. Prepare agenda for annual rules meetings;
l. Participate in all videoconferences that deal with playing rules;
m. Attend the National Federation of State High School Associations' rules meeting, as requested;
n. Copy the NCAA staff liaison on rules interpretations given by email;
o. Act as the clearing house for all incident reports from games played under NCAA softball playing rules, sending timely notice to the institutions and conferences, as well as summarizing the annual data for the rules committees and the Softball Umpire Program (SUP);
p. Maintain a working relationship with the NCAA Equipment Consultant to ensure the integrity of the game is not compromised by equipment and end user satisfaction is maintained;
q. Report any key issues that emerged during the season, review all potentially controversial interpretations, and provide the rules committees with incident report summaries at the annual meeting;
r. Attend and present at the NCAA DI, DII and DIII Softball Championships and coaches association convention, as requested;
s. Attend the USA Softball Council annual meeting as a voting member of the Rules Committee and Equipment Standard Committee;
t. Periodically communicate and meet virtually with ESPN on rules changes and interpretations;
u. Cannot be an active NCAA coach or official (during the official term); and
v. Perform other duties as directed by the NCAA staff and/or the committees.
Preferred Qualifications and Minimum Requirements:
Bachelor’s degree.
Excellent written and verbal communication skills.
Ability to relate effectively with officials and coaches on a national level.
Extensive knowledge of NCAA softball rules.
Strong administrative and organizational skills.
Ability to use email as a means of correspondence.
Ability to use computer technology as a means of education.
Experience in officiating or coaching at the collegiate level.
Cannot be an active NCAA coach or official (during the official term).
